Then you're not using the primer. My favorite is RJ London Anti Corrosion Primer [Primer Grey] and it's what I use for all my plastic and metal kits [Bandai or otherwise].

There shouldn't be any cause for alarm in using lighter fluid to thin the putty. Just make sure the area is ventilated and you have no open flames [so keep your Charmanders away].
