FSW is still suspended until January 2013. The NOC 2006 will revised it into NOC 2011. We'll wait for the changes next year.

For the FSW, I think call center working experience is not included under Canada's NOC list of priority occupations. Try QSW. You may visit those agencies for the assessment. Good luck.

Try Enhance or CIC for the assessment if you're eligible to apply. Your work experience must be at least one year paid and continuous under the Canada's NOC list of priority occupations.

You can't enter Canada without a visa except for those nationalities with visitor visa exemptions.

You can study French language at Alliance Francais in Cebu. Yes, it's very hard to communicate and understand French especially when you're talking to French people. It will take years to master it....
