    mao ni ang usa sa technicality sa constitution mga murag grey area gyud. sakto man sad si roque. as far as i know ang ombudsman durisdiction is ang executive branch, in which case during the time of gwen as governor, didto siya na belong. now karon nga naa na si gwen sa legislative branch, so wala nay right ang ombudsman ana. i dont understand nganong ingon ana. so wala nalang? TY nalang tong kurapsyon ni gwen? ataya.

    mao diayng ni dagan dayon sa legislative branch, kay abogada(o) baya na iyang mga kaliwat nya naka eskwela panag Law is gwen maayo gyud na mangita sa losot ang mga garcia. haist, morag getoyo na pag draft nga ingon ang constitution, ni approve lng pod ang oban kay atleast naa silay losot in the long run.

    The term “ombudsman” is a Swedish term for an independent (non-political) prosecutor providing check and balance of government official transactions in the interest of the public. Philippines copied it from the system of government of highly industrialized western countries for its working efficiency. It seems the system is not working here on account of several factors like the Aguinaldo doctrine, never-ending TROs, all forgiving culture, Filipino short memories, precedents of dodging prosecution, etc. in addition to the attitude of If- the-Marcoses-Estradas- Macapagals, Binays, etc. can-get-away-with-it –so-can-I.

    Filipinos might as well abolish the ombudsman and wait for a bloody revolution when all are fed up of plunder, graft, corruption, etc. in the government. Filipinos missed its chance in EDSA revolution when they could have hanged the Marcoses upside down at the gates of Malacanang for all to see and would have been a grim reminder for politicians and government officials the folly of plunder, graft and all forms of corruption against the citizenry.

    All great nations now highly industrialized and highly developed (US, France, Russia, China, Italy, Japan, etc.) had bloody upheavals before reaching the pinnacle where they are now.

    Wait lang siguro ta sir ug unsay next move ani. Most of them man sad are well versed sa balaod. And some too are experts to evade the law because they are elected lawmakers gud.

    But, I hope lang nga in this administration mawala na ang padrino system. Para ma prosecute na ning mga crooks sa atong gobyerno. Basin sad unya on coming days pikatan ratang madam.

    There is no debate that the Baili lot is under-water and clearly it was purchased by the Cebu Provincial Government with Gwen's approval. Regardless, kahapon, karon, ugma ipagawas ang result sa investigation, it is against the law.

    So kwits nalang ni kay dugay na, na a sa congreso and suportado ni Alvarez?! I hope DU30 does something about this.

    technicality na sa balaud boss.alvarez can only remove her only under sa merits of her being a congresswoman. dili na ma remove si gwen sa congress based sa iyang mga sala pagka governor. something is really wrong with our laws and it must be changed. although apil sa ruling sa ombudsman nga si gwen is perpetually disqualified to hold a any position so di nana siya makalansar puhon.

    naa pato siya interview sa anc nga naguol daw siya di na siya makadagan governor kay sa cebu daw naa daw clamour nga modagan siya governor usab.atay asa man ang clamour oi.

    Sa tinuod lang, what is really misleading about this whole issue is that Gwen was not ordered dismissed by the Ombudsman for the Balili lot purchase. That case has already been dismissed. The issue at hand it over whether or not Gwen had approval from the provincial board when she ordered backfilling material for the Baili lot. It is just phrased by the Ombudsman in a very deceiving manner and national mainstream media also seems to be trying to mislead us.

    If Gwen is guilty, then by all means punish her. But it seems like in this case, the ombudsman is just out to get her. Sa tinuod lang jud. Try to dig deeper on this topic and you will see what I mean.
