In Cebu, the best fortress to defend against zombies is in SM Cebu because of it's location near the port.

We create barricades, lock the gates, pull down the railings, close the parking area. Then we get an abundant supply of food and armaments from boutiques. We also can create a makeshift zipline into the Pier Area in case of evacuation.
And use any coastguard ship or 2go ferry.
The women and children can stay inside while the men patrol on the rooftop for an easy kill.
And lastly, we get new branded apparells, gears, clothing for free!
