^^ for me bro, what makes a htpc is the peripherals. also, it has to be quiet, sip power, and small. i would recommend m-atx cases and mobos because of this. recommend pud ko getting USB 3.0 mobos para in the future (when u need more storage) you can attach external enclosures via USB 3.0. Tip lang for the internal hardware: you would generally need low profile parts ie. low profile hsf, RAM, psu, gpus. I would also recommend getting a good soundcard kay theater purposes man ni siya ---> para sa imo boom2x

^^ overkill raman tingali na bro na cpu lol. mga i3s would be perfect imo. they have small consumption. U really dont need a powerful rig for this kay dili man gud ni pang games. you don't even need to OC. The most processing power u need would be the times you would want to do video conversion and burning which is more than enough for dual/triple cores.
i would like to add murag nindot pud kuha ug mga graphics cards na naay bitstreaming for streaming HD content (although hinay atong internets basin sa future diay).

IMO importante gamay siya kaon korente para dili siya init. remember, pang download ni siya so halos on ni siya 24/7. which is why i would also recommend getting a smart UPS which shuts down ur pc if it detects a brownout.

you would also need large storage kay DL man jud ni. nindot pud getting a 30gb SSD para sa OS para pas2x boot.

30gb ra kay pang OS raman jud... a few programs you would need is a burning software, video conversion software and Home theater software thats it. SSD would be beneficial for gaming but not so much for data only..... Storing movies doesn't see much benefit from SSDs.... I mean you're free to spend what u like but i'm just mentioning what's practical here. Do you expect to store all your HD movies on all SSD drives? lol.
