he was, in fact, concluding that markepogi deceived someone. with the sentence itself, he was trying to say na if gi-tarong ug plan na markepogi iyang pagpangilad, then he wouldn't be caught of doing something out of the "ordinary". he was even suggesting, based on the sentence still, to plan out the deception well. there's only one sentence, but there's more logic to it.
