Actually, gi-exploit man jud ni ug maayo ning Juvenile act sa mga organized crime groups. Bsan sa cebu, daghan na ni silang gipanggamit. Most of them, courier ug prohibited drugs..

IMHO, it's a system that failed. While it's partly due this Republic Act wherein you can't condemn underage rapist, snatchers & killers, pero usa sa ahensiya ani nga palpak is ang DSWD. As designed, kaning mga juveniles should be sent to rehabilitation wherein DSWD's mandate would kick in.. Unsaon man, oplok man sad ni nga ahensiya. Way igong manpower to handle such mandate. Mang distritbute man ganig hinabang nga pan-os ug lata na, kani pa kaha nga morequire ug igong panahon to rehab these juveniles.

I would say, replicate the US Juvenile system... Charge them as adult if it calls for it, esp. kanang mga heinous crimes.
