check your port 80 via XAMPP. from there you will know whos using it. if its used, check the services running in your computer especially Microsoft HTTP API or Web Deployment Service in Windows platform.

I had the same problem. Gipul-an ko og sulbad kay noob pa lagi tawn.
What i did was, ako gitangtang ang xampp. Nya i installed Wordpress for Windows courtesy of Microsoft!
Human ang problema! Wala configure-configure.
