No not much really. 5-8ms response times stated by manufacturers are fastest possible anyway, not really the every day average. It has been accepted though that the lower the response time the better it is for video playback and gaming. Personally I think you wouldn't notice between the 5 and the 8.

Refresh rate is usually expressed in hertz (hz).
And hertz is inversely proportional to second(s).
hz = 1/s
1 hertz is 1 second
ms is millisecond (1000ms = 1s)
to get hertz in terms of ms
hz = 1/(time in ms * 1s/1000ms)
ex: 5ms
hz = 1/(5s*1S/1000ms)
200hz --> 5ms is 200hz
less ms higher hz or fps
With regard to gaming, well if you can render your gaming lets say 100FPS
Then you need a LCD with ms rate of no more than 10ms.
The easier formula by the way is 1000ms/ms rate..hehehe
I have a 2ms Viewsonic LCD ... and this is years old. My current LCD is 6ms I believe. I don't notice the difference. Unless you have superhuman powers, you wouldn't notice the difference either.
if you have super human ability like the ones in the movie wanted...then, choosing between 5ms and 8ms would mean everything to you
iirc, dili man ga refresh ang lcd. permi ra man na siya on, unless you are viewing a "moving" image. ang response time ga represent na kung unsa kadugay, or kapaspas, mu react ang one pixel sa lcd display from active (black) to inactive (white) and back to black again. imho, 10ms or less pwede na for gaming. wala na siguro na ghosting.
lifespan, my bro is still using my 9-year old 19" (response time: 17ms)
ang kanang mga 16ms+, ma-notice ninyo ang difference sa performance when gaming?

youd also want to check what lcd panel is being used, generally id stay away from models using TN panels, though its cheaper, viewing angles on these panels are pretty bad, if you are to get a monitor using a TN panel, getting one with a glossy cover would be a better choice than a TN matte finish. monitors using s-ips or mva panel is what you would look for
