Control Panel -> Regional Settings and Languages
backup-pi tanang files naa sa hd nya e format then change OS dayon.
If Korean ang OS, I doubt if ma change pana.
Same with Japanese OS, you can only change your Keyboard Settings and the default language of the software that you want to install through Control Panel-> Regional Settings and Languages but OS Language as a whole won't change.
Better back-up nalang bro imo mga file then reformat.
Mao mana ako gibuhat sa ako Laptop, then download nalang mga drivers from Manufacturer's site.
I'm not sure what you meant by finding a language installer.
What I know is that retailing OS software to the market are labeled on what language it supports.
Like for example, if you want to buy Windows Vista Japanese OS, MS labeled it like this one
"Microsoft Windows Vista Ultimate SP1 32 bit Japanese".
Amazon.co.jp: バルクFDD セット MS-66R-03124/S Microsoft Windows Vista Ultimate SP1 32 bit Japanese: 家電・カメラ ;
And the retailed English version of Windows Vista has no label on what language it supports.
Meaning, the default Windows Vista that are marketed today are the English Version.

And as I searched through google to find if the crack is available for this, unfortunately I found nothing.
So you better format your drive after backing up your important data and install an English version of the OS of your choice.
