have not tried sa talisay...but in Mandaue, it took around 3 hours tungod kay daghan tao... ive tried sm in 2 hours... but suggestion is to go to sm at 4pm if mag renew sa license.

I think you're refering to DPWH...all Mandaue City can do is follow-up the status of implementation. They also have targets to meet.
