    Drivers rail vs. CO 1837, MRT

    CEBU, Philippines – The Nagkahiusang Drayber sa Sugbo held a protest against City Ordinance 1837 and the proposed Mono Rail Transit and Bus Rapid Transit yesterday morning, calling them unfair to drivers.
    Eduardo Guelin a member of the Council of Traders in NADSU and also a member of the Pinag-isang Samahan ng Tsuper at Operators Nationwide said they are against CO 1837 which bans jeepneys from outside Cebu City from plying it main thoroughfares.
    Accordingly, it is against Republic Act 4136 or the act to compile the laws relative to land transportation and traffic rules, to create a land commission and for other purposes.
    Guelin also said another reason for their protest was to stop the proposed projects that are the Mono Rail Transit or the Light Rail Transit and the Bus Rapid Transit.
    While Guelin said that they do not have anything against these projects, the city government must also take into consideration the public utility jeepney drivers who will be affected by these proposed projects.
    The PUJ drivers also protested against the rising prices of oil.
    After protesting Fuente Osmeña, the drivers took their protest to Colon St.
    Cebu City legal officer Joseph Bernaldez said that the drivers cannot do anything for now but just follow CO 1837. (FREEMAN)

    LTO warning: Don't cover regular plates with commemorative ones


    CEBU, Philippines – Land Transportation Office-7 Regional Director Raul Aguilos warned motorists with commemorative plates not to use them to cover their regular vehicle plates to avoid being apprehended.
    Aguilos reminded the motorists of the provisions of Section 18 of Republic Act 4136 or the Transportation and Traffic Code that prohibits the removal of regular vehicle plates.
    The law provides that "at all times, every motor vehicle shall display in conspicuous places, one in front and one in the rear portion the regular plate. The number plates shall be kept clean and cared for and shall be firmly affixed to the motor vehicle in such a manner as will make it entirely visible and always legible."
    It was observed that several motorists are violating the concerned memorandum circular of the Department of Transportation and Communications by covering their regular plates with the commemorative ones.
    Commemorative plates are similar to the commonly used "PNPA-PMA" (Philippine National Police Academy-Philippine Military Academy) plates that are sold at P3,000 to P5,000 each.
    The DOTC officials explained that the commemorative plate shall not be used in place of the regular plate.
    "As such, the display of the regular plate in the motor vehicle shall be maintained in the space provided for the purpose even during the period of use of a commemorative plate," the DOTC memorandum circular reads.
    The LTO agents have been ordered to intensify the campaign against motorists who violate the procedures.


    The FREEMAN interviewed some CITOM traffic enforcers yesterday who admitted that sometimes they are hesitant to apprehend persons driving vehicles with commemorative PNPA-PMA plates.
    "Ang ilang buhaton dili nila itabon ang commemorative plate sa ilang regular plate numbers. Mahimo nga anha nila ibutang sa ibabaw, sa ubos o kaha itupad sa regular plate aron dili sila madakpan," said Ronald Lim, the head of LTO-Talisay City registration section.
    Based on the DOTC Memorandum Circular 2008-039 anybody caught violating this procedures will be fined P2,000. (FREEMAN)

    CEBU, Philippines - Nakabsan sa kinabuhi ang usa ka 38 anyos nga lalaki human iloka pagpusil sa iyang gikabanging silingan didto sa dalan Juan Luna, barangay Looc, dakbayan sa Danao kagahapon sa alas 4:20 sa kaadlawon.
    Ang biktima nailhan nga si Keith Gonzales Alfajora, 38, minyo nga taga Looc, samtang ang suspetsado mao usab si Ramil Bariga, hingkod nga silingan ra sa biiktima.
    Si PO2 Marlon Remullo sa Danao City Police Station mibutyag sa Banat News nga ang biktima naglakaw sa dalan ug pag-abot niini sa maong lugar, gumikan kay kaihion, mipadaplin kini sa karsada ug nangihi.
    Apan matud pa ni Remullo nga kalit lang miduol ang suspetsado ug sa walay daghang estorya, gitirohan dayon sa iyang armas de fuego nga wala hisayring kalibre ang walang ilok sa biktima.
    Dihang natumba sa yuta ang biktima, milakaw lang usab dayon ang suspetsado pahilayo sa maong lugar.
    Nianang hayag na ang kabuntagon ang mga molupyo na sa maong lugar maoy nakakita sa lawas sa biktima nga wala nay kinabuhi.
    May pamahayag ang mga nakaila sa maong biktima ngadto sa kapolisan nga matud pa ang biktima ug suspetsado dugay nang nagkabangi gumikan kay wala magkasinabtanay sa ilang pagpamaligya og ginadiling drugas.

    Diarrhea outbreak in Danao: 30 new patients bring total to 210


    CEBU, Philippines – More patients suffering from diarrhea were brought to the Danao [COLOR=blue ! important][COLOR=blue ! important]General [COLOR=blue ! important]Hospital[/COLOR][/COLOR][/COLOR] yesterday bringing the latest count to 210 since last week.
    There were 30 new cases yesterday in the northern city of Danao, which is located 33 kilometers from Cebu City.
    City Health and Provincial Health officials are now monitoring the spread of the disease and are looking for ways to stop its spread.
    Danao City General Hospital Chief, Dr. David Indino said that some of the 210 cases have already been discharged.
    At least one death has been confirmed, but there are reports that three have died from the disease. The Integrated Provincial Health Office (IPHO) under Dr. Cristina Giango is still investigating the matter.
    Cebu 5th District Rep. Ramon "Red" Durano V visited the patients yesterday to offer his support.
    He had initially released [COLOR=blue ! important][COLOR=blue ! important]medicine[/COLOR][/COLOR] and other needed supplies for the patients. He has already instructed his staff to coordinate with the City Health and the Danao General Hospital administration.
    The provincial government has also extended its assistance to the victims, who are now overcrowding the hospital with many occupying tents set up outside the facility.
    The IPHO personnel are also working with the personnel of the Danao Waterworks System.
    The water source in barangay Tabok, which is one that is worst-hit by the outbreak, has been tagged as root of the problem.
    Officials of Danao City also met yesterday about the matter, but are yet to determine how much is left of their calamity fund that they can tap.
    An outbreak has also been declared in barangays Taytay and Cambanay.


    There are a total of 42 barangays in Danao City.
    Danao City Councilor Carmen Ivy Durano-Meca, president of the Cebu Provincial Councilor's League, is scheduled to distribute ready to eat food and water supply to the patients.
    Meca visited the hospital and assured the patients of the support from the PCL-Cebu province.
    She also facilitated the use of the double decks from the old Danao City Foundation Hospital in barangay Guinsay.
    Health officials are now also closely looking into cases in barangays Baliang, Santa Rosa and Cagat.
    The residents have been advised to boil their water including what would be used to wash the dishes and utensils.
    Cebu City To Give Aid
    Cebu City Mayor Michael Rama sent a medical team to Danao City yesterday to assess how the city government can help.
    Under the city's Big Brother Program where assistance is extended to Cebu City's neighboring cities and towns, Rama said that they are willing to provide aid in whatever way they can to the [COLOR=blue ! important][COLOR=blue ! important]hospital[/COLOR][/COLOR], which is flooded with patients.
    "Danao needs help kay naa man sila'y outbreak. Kung ato lang nang tanawon, di mahimo because Cebu City has a big brother orientation that has been there even in the time of Mayor Tom (Osmeña)," Rama said.
    Rama was able to speak with the hospital management and learned that the hospital needs additional beds after the hospital was forced to implement twin-sharing while some patients just brought their own folding beds.
    Danao General Hospital only has a capacity of 25 beds. Some [COLOR=blue ! important][COLOR=blue ! important]patients[/COLOR][/COLOR] have transferred to the nearest hospital in Mandaue while the others who have suffered from severe dehydration were transferred to the Vicente Sotto Memorial [COLOR=blue ! important][COLOR=blue ! important]Medical [COLOR=blue ! important]Center[/COLOR][/COLOR][/COLOR].
    "I have checked if nakakita na ba sila og additional higdaanan. We will also check if kulang sila og fluid, dextrose, etc. We will go through proper documentation aron makatabang sad ta didto," Rama said.
    He also gave instructions to the City Health Department to be tight in their monitoring of [COLOR=blue ! important][COLOR=blue ! important]diarrhea[/COLOR][/COLOR] cases in Cebu City to prevent it from reaching an outbreak level.
    "Sampling will be needed. MCWD (Metropolitan Cebu Water District) should also be cognizant. We don't know how far and how it happened. I wish it is not that there is intrusion in our piping.     Detainee attempts suicide; 3 policemen in hot water

    CEBU, Philippines – Three policemen are now in hot water after a detainee attempted to take his life inside his cell at the Carbon Police Station.
    The policemen allegedly failed to prevent one of the visitors of the detainee from sneaking in a sewing needle, which the suspect in a rape case used to puncture a vein before banging his head on the wall several times to take his life.
    Chief Insp. Romeo Santander, Chief of the City Intelligence Branch of the Cebu City Police Office, said the three cops who served as jail guards last Monday will be subjected to a pre-charge evaluation.
    The policemen, Santander said, have first been made to explain within 24 hours in affidavit form why they would not be charged after a visitor was able to sneak a sewing needle inside the detention cell past their inspection.
    The duty jail guards that time were identified as SPO4 Eugenio Teves, PO2 Elebert Juaneza, and PO3 Reynaldo Labatig.
    Santander said Paulino Dibdib stuck the two-inch long needle into his left shoulder then banged his head several times on the concrete wall inside the detention cell.
    The detainee is reportedly afraid and depressed over the case he is facing, which might not be bailable.
    He was arrested by Carbon Police last Sunday after reportedly raping a 23-year-old woman who hails from Tubod, Minglanilla town.


    The woman, who temporarily stays in the house of Dibdib in Warwick Barracks in barangay Ermita, is reportedly the best friend of the suspect's 31-year-old live-in-partner.
    Police immediately applied first aid on the detainee after seeing him bleeding, but Sr. Insp. Pablito Sarno, the station chief, later ordered to have him brought to the hospital as his head wound continued to bleed.
    He is now at the Cebu City Medical Center under close watch, said Santander.
    Santander said that the jail guards, who were then on duty from 8 am to 8 pm last Monday, could be suspended or dismissed for infidelity in the custody of a person and neglect of duty.
    Sarno will also be included in the investigation for command responsibility, Santander added.
    The police official said it was sort of too late for the victim as it was later found out through a medical certificate from the Vicente Sotto Memorial Medical Center that the complainant was not raped.
    "Walay evidence of sexual molestation, so most possibly ma-downgrade jud iyang kaso," Santander said.
    Santander said that since CIB is the one who filed the case against the suspect, it is up to the court to decide what will happen to the case. (FREEMAN)

    PRC denies leakage in ECE board exams
    CEBU, Philippines – The Professional Regulations Commission denied that there was leakage in the recent ECE board examinations.
    PRC-7 director Dan Malayang urged those who make the allegations to execute affidavits and file a formal complaint before them. Malayang said PRC Manila will look into it but the complainants can [COLOR=blue ! important][COLOR=blue ! important]file[/COLOR][/COLOR] their complaint before his office in Cebu.
    Malayang said those who make the allegations should prove their claim to be fair. He said it is a crime to leak the board questions. Anybody found guilty of it could be imprisoned for six to 12 years and fined ranging from P50,000 to P100,000.
    The complainants, however, are hesitant to file the complaint before the PRC because of apprehensions that the investigation will be whitewashed. They believe that some PRC officials could be in connivance with a local review center where the questioner was allegedly leaked.
    They are calling for an independent body to look into it to dispel suspicions of whitewash.
    While Malayang assured facilitating the complaint, should there be any, he vehemently denied there was leakage in the examinations. According to Malayang, it is impossible to leak the questions because it was properly secured.
    In fact, the printing was done on the night before the day of the examinations. There was also no way that the questions will be leaked because the diskette that contains the questioners was incrypted, meaning it could not be opened without a code.
    Malayang said the code was only given to the chairman of the Board of [COLOR=blue ! important][COLOR=blue ! important]Electronics [COLOR=blue ! important]Engineering[/COLOR][/COLOR][/COLOR] who has the custody of the diskette on the night that they are to [COLOR=blue ! important][COLOR=blue ! important]print[/COLOR][/COLOR] the questioners.


    During the printing they are guarded by the National Bureau of Investigation and the Philippine National Police and were placed on a quarantine room without means of communication until the day of the examinations.
    Malayang said that during the examination day they have not noticed anything unusual in the testing centers.
    At least 15 ECE [COLOR=blue ! important][COLOR=blue ! important]graduates[/COLOR][/COLOR] in the Visayas and Mindanao earlier claimed that there was leakage in the board exams held in Cebu over the weekend.
    The board takers sought the assistance of the media to ask the PRC to conduct an investigation.
    According to them, at least 13 questions from the "leaked-questioner" in Math came out during the board exam. The number of leaked-questions comprises 26-percent of the 50-item test for the subject. The questions were allegedly leaked to Excel Review Center.
    [COLOR=blue ! important][COLOR=blue ! important]Excel[/COLOR][/COLOR] Review Center vice president Santos Cuervo denied having benefited from the "leaked-questioner."
    Cuervo admitted having provided their reviewees with take-home questioners with corresponding answers but denied those were "leaked-questions." Cuervo said if it was true that some of the review questions they provided came out during the board it was just coincidence.
    He explained that it was possible that the examiners who prepared the board exam questions used the same reference that they have. (FREEMAN)

    Pasko sa Sugbo kicks off tonight

    CEBU, Philippines – The month-long celebration of the Yuletide season in Cebu City begins today through this year's Pasko sa Sugbo that will be marked by the lighting of the Giant Christmas Tree at the Fuente Osmeña Circle.
    The 121-feet Christmas Tree, built and sponsored by the Lhuillier Family, cost almost P1 million. It has been the tradition of the Lhuillier Family to build the tree at the rotunda as their contribution to the Christmas celebration of the city.
    After the ceremonial lighting, there will be a fireworks display by the Pyroworks and a band [COLOR=blue ! important][COLOR=blue ! important]concert[/COLOR][/COLOR] at 7:30 p.m. until midnight.
    The Pasko sa Sugbo is a series of entertainment shows at the Fuente Circle from December 1 to December 30.
    Different groups will be performing everyday starting 6 p.m.
    After the grand launching tonight, the performances that would start tomorrow are that of the Dance Sport Team Cebu City, Cebu Institute of Technology , University of Cebu, COSAP, University of San Carlos Dance Troup, Knapsack Production, Brownian [COLOR=blue ! important][COLOR=blue ! important]Records[/COLOR][/COLOR] Production, Cebu Hour Production, Asian College of Technology and Center for Pop, respectively.
    Others are the Abellana National School, Cebu Normal University, University of Southern Philippines Foundation, [COLOR=blue ! important][COLOR=blue ! important]Department [COLOR=blue ! important]of [/COLOR][COLOR=blue ! important]Education[/COLOR][/COLOR][/COLOR], Office of the Senior Citizens Affairs, University of San Jose Recoletos and Valenzuela Dance Arts among others.
    The recognition night and closing ceremony is on December 30. The City Government will be spending P900,000 for the series of activities.


    Councilor Sisinio Andales, chairman of the Cebu City Youth Development Commission which organized the event, said they do not expect something in return but all they aim for this project is to provide entertainment and joy to the people. (FREEMAN)

    No "double-dead" meat in Talisay

    CEBU, Philippines – Talisay City yesterday confirmed its public markets are free of rotten, or "double-dead," meat and will remain so for as long as the measures to combat its entry are in place.
    City Administrator Richel Bacaltos said representatives from the city health office and market and slaughterhouse administration rushed to the Tabunok public [COLOR=blue ! important][COLOR=blue ! important]market[/COLOR][/COLOR] last week to verify whether the report that such meat was being sold there.
    Bacaltos said the team found no double dead meat, and to allay fears of consumers, inspections will continue especially holiday season is approaching.
    It is expected that the demand for meat products increases exponentially during Christmas and New Year's Day.
    The Tabunok Public Market has also become the focus of the city government considering that consumers here come from the different parts of southern Cebu and some from Cebu City.
    Double-dead meat is considered unsafe by the National Meat Inspection Service as it may come from animals that died of some disease which could likely be transmitted to humans.
    Bacaltos said apart from the regular monitoring of meat products, backyard butchering, or slaughtering of livestock outside the city's abattoir, is also being closely watched.
    Meanwhile, Bacaltos said the presence of imported meat cuts in the city's public markets is beyond the city's control since owners of these products have secured permits from the national government.


    He said the [COLOR=blue ! important][COLOR=blue ! important]sale[/COLOR][/COLOR] of these popular imported meats is hurting the abattoir's income.
    During its heyday, the city's modern slaughterhouse used to earn around P800,000 per month.
    These imported frozen meat cuts, reportedly from Canada and Brazil, stored in huge boxes, are cheaper than the local meats.
    But a Tabunok public market meat vendor said that unlike local meats, imported meat product are not fresh.
    The shipment from their port of origin may take several days or even weeks to reach the country, she said.
    She also said the competition is hurting sellers of local [COLOR=blue ! important][COLOR=blue ! important]meats[/COLOR][/COLOR] because consumers would normally pick the cheaper ones anytime. (FREEMAN)
