My theories: Halibel and Nel both were Espada number 3s. I guess that's the highest a female Espada can go. Then again that's only a guess. Baragan was probably placed in the number 2 spot by Aizen because of he of their first meeting in Hueco Mundo where Baragan claimed to be king. So after kicking Baragan's butt, Aizen placed him in a number 2 spot permanently just to add insult to injury.

Remember espada ranks aren't permanent.

Espadas 1 - 3 were hyped like WHOA to be so strong and so menacing but... Look up to where they only reached when they were in an actual fight.

...Then here's Nel who's pretty strong and very powerful but immediately enacts her resurrection earlier on a fight with Nnoitra.

i think nel is not so strong though... the more human the arrancar is in ressuccion form.. the stronger they are....

Or he simply lost to a hax shikai. You've got to admit, Katen Kyōkotsu ability is pretty broken, almost as bad as Aizen's hypnosis. Starrk simply coudln't counter it, and even if he could, Shunsui would only have more "games" up his sleeve.
