This is not in order but these are the shoujo mangas I would HIGHLY recommend:

- special a
- kimi wa girlfriend
- dengeki daisy
- all mangas done by TOMA REI (really great artist/mangaka)
- hana kimi
- land of the blindfolded
- wild ones

Actually, there are a lot of other great shoujo mangas but I can't recall all their names. So instead I suggest you go to Manga Fox: Read Free Manga Online! then you click on the Manga Directory tab, then click on Options. You are then given the different available genres. Clik on shoujo, comedy and romance. Then you are given the list of all mangas in theri archive which falls under these categories. TRY IT!

i forgot to mention, but shinshi doumei cross (Gentlemen's alliance cross) is also a great shoujo manga to read!

the mangaka is arina tanemura, of kamikaze kaitou jeanne, full moon wo sagashite, and time stranger kyoko
though i never read or watch her previous works coz it didnt really appeal to me,
but shinshi has a really nice story and it has the nice shoujo feel in it @_@
