			<description><![CDATA[AFTER being put on the spotlight by his political opponent, businessman Jonathan Guardo retaliated by questioning Cebu City Mayor Tomas Osmeña’s “lavish” lifestyle and asking where he gets the money for his household expenses and campaign.

Guardo pointed out that a mayor earns only P30,000 a month, yet Osmeña can afford to fly first class to the United States twice a year, and was able to seek treatment for his cancer at the best cancer center in the world.

In a press statement issued yesterday, Guardo challenged Osmeña to explain to the people where he gets the money to afford such lifestyle, when he is not known to have other sources of income.

“My question is where do you get money to spend for the campaign of BOPK candidates, including yourself, the past 20 years? We all know you traveled to the States several times the past year for cancer treatment,” Guardo said in his press statement.

He said this a day after Osmeña distributed to City Hall reporters copies of the complaint for malversation of public funds that the Philippine Sports Commission (PSC) filed against Guardo.

Osmeña and Guardo will face each other in the south district congressional race next year.

“If you’re earning only P360,000 a year and spend a million pesos alone for airfare to the States the past year, where do you get your money for food, salary for house help, payment of your utility bills? I hope you can explain this to the people of the city,” he continued.

But according to the mayor’s statement of assets, liabilities and net worth filed with the Office of the Ombudsman last June, his annual gross salary from City Hall is P464,679 or P38,723.25 a month, but he declared an annual gross family income of P751,679.

Guardo said it is unfortunate that the mayor is using the Southeast Asian Games funds issue against him, but is confident that the case against him will be dismissed.

Sought for comment, Osmeña said he is not using the case to destroy Guardo because it is the PSC that filed the case against him.

“I don’t buy first-class tickets. Cathay Pacific upgrades me when there is a vacancy because they know I’m sick and I’m grateful for it. And I have a million dollar health insurance policy from IMG for the past years and Minnie pays for it.

Without that, I may be dead and Atan (Guardo) will be happy,” he said.

Guardo estimated that each first-class ticket could cost $3,000 each. And since the mayor traveled with his wife and son, he said that Osmeña could have easily spent P500,000 per travel.

He also pointed out that the mayor’s family went to the US at least twice last year, and that each checkup at the M.D. Anderson Cancer Center in Texas could cost P10 million.

Guardo said that while the mayor has yet to explain his lifestyle, he has been using his own money to help the people of the south district through burial assistance program, health care and sports projects.

“The funds used for these projects come from my own pocket,” he said.

Meanwhile, the mayor’s sister Georgia Osmeña will launch today the “Go Cebu,” which she said is a group of people who share her vision for Cebu City.

She said, though, that she will not announce her lineup of candidates for city councilors and vice mayor today, but will do so at the end of the month.]]></description>

BAGUIO CITY -- Gay rights groups condemned Thursday the Commission on Elections’ (Comelec) ruling rejecting a gay group’s intent to run for a seat in the House of Representatives.

The Comelec’s decision disallowing “Ang Ladlad” (Out of the Closet), a group representing lesbians, gays, bisexuals and transgenders, to register as a political party on grounds that it advocates immorality sent shock waves through the gay community.

"This is not a moral, but a political issue," Rei Baquirin of the Baguio Pride Network remarked in a press briefing Thursday.

She said homosexuals, like her, experience various forms of discrimination and rejecting a group's intent to represent them in Congress is adding insult to injury.

The Comelec, in issuing its decision, said the group "tolerates immorality which offends religious beliefs" and exposes young people to "an environment that does not conform to the teachings of our faith." The ruling even cited passages from the Bible and the Quran condemning homosexuality. 

But Baquirin said homosexuals are merely seeking for equality with heterosexuals. 

Cyrene Reyes of the group “Lesbond” said they do not expect discrimination from the supposed learned people of the Comelec. 

She said the poll body should first cleanse its ranks from equally immoral people than call them names on the basis of their gender preference.

Commissioner Nicodemo Ferrer, in defending the decision, said the group is already represented because there are a sufficient number of gays, bisexuals and transgender in Congress.

"We do not ask for special rights but equal recognition under the law," said Jude Baggo of Gay Pride. 

Leila de Lima, chairwoman of the Commission on Human Rights (CHR), also denounced the Comelec’s ruling as "retrogressive.” She said it "smacks of discrimination and prejudice."

She promised to support Ang Ladlad's efforts to gain recognition as a party.

Pastor Myke Sotero of the Metropolitan Community Churches said that presently, homosexuals experience various forms of discrimination -- from the use of comfort rooms, job promotion and application and even the freedom to marry the people with the same gender is limited. 

"There are those who could not come out in the open for fear of rejection," said Sotero, who officiates same-*** marriages, albeit the ceremony is not recognized by the country's laws. 

Homosexuals are generally accepted in the Philippines, despite the dominant Roman Catholic religion's rejection of same-*** relations.

Ang Ladlad’s leader, Danton Remoto, a prominent gay activist and English professor at the Jesuit-run Ateneo de Manila University, filed a petition Wednesday asking the commission to reconsider its ruling, which he said was based largely on religious, not legal, grounds.

There are no laws in the Philippines against homosexuality or against sexual discrimination. If his group is allowed to run and wins a congressional seat, Remoto said he hopes to push for the adoption of a proposed anti-discrimination bill that has been languishing for nine years because of insufficient support.

"The law is just silent," he said. "We are just invisible in the law."

He said his group's platform does not include same-*** marriage, but pushes for nondiscrimination in the workplace and schools. He cited instances in which companies allegedly refused to hire gays and schools required parents to sign a document certifying their children were not gay.

Candidates and political parties planning to run in the May 2010 national elections have until December 1 to apply with the Comelec, which must give its approval.

The head of the commission's legal department, Ismael Rafanan, said Ang Ladlad's petition will be reviewed by the seven-member commission. If it reaffirms the rejection, Ang Ladlad can bring the case to the Supreme Court for a final ruling.

MANILA, Philippines—(UPDATE) Batangas Governor Vilma Santos-Recto and former Senator Ralph Recto are joining the Liberal Party (LP) and support the team-up of Senators Benigno “Noynoy” Aquino III and Manuel “Mar” Roxas II in the 2010 elections.

At the convention, Roxas also announced the LP’s senatorial slate composed of Recto, former congressman Neric Acosta, former Senator Franklin Drilon, Bukidnon Representative Teofisto Guingona III, Akbayan Representative Risa Hontiveros, detained general Danilo Lim, and former Senator Serge Osmena.

Recto informed Aquino and Roxas about his and his wife’s decision to align with the LP in a dinner with them at the Roxas residence in Cubao, Quezon City Saturday night.

"I think you have a good team in the LP under the leadership of Senator Noynoy and Senator Mar," Recto told the Philippine Daily Inquirer.

The decision to join the LP came after a month-long consultation with family, friends, supporters, and stakeholders in Batangas, according to Recto.

Recto earlier said he and his wife were choosing between the LP and the Nacionalista Party of Senator Manuel Villar Jr to join forces with.

But after accepting the LP offer Saturday night, Recto said he called Villar, the NP standard-bearer, of their decision.

"It will never be easy for him and me as well," he said, when asked how Villar reacted to the news.

Recto called Villar as "a good friend" and wished him luck. Recto and Villar were together in the Senate’s Wednesday Group, which also included Senators Francis Pangilinan, Joker Arroyo, and Vice President Noli De Castro.

Santos-Recto will be the LP’s candidate for governor in Batangas, Quezon province Representative Lorenzo “Erin” Tanada III said in a phone interview.

Santos-Recto, a multi-awarded actress, confirmed the statement in a text message, but said the party is still finalizing the date of the oath-taking.

Tanada said the oath-taking could take place in Batangas. He added that Santos-Recto is expected to bring with her to the LP local officials of the province.

The couple ran under the administration party Lakas-Christian Muslim Democrat (CMD), which has now merged with Kabalikat ng Malayang Pilipino (Kampi), in the 2007 election.

Santos-Recto won her first term as governor while Recto lost in the senatorial slate. He was appointed director general of the National Economic Development Authority (Neda) but resigned in August to pursue his plans to seek a Senate seat.

The actress has been touted as one of the possible vice presidential candidates of the administration party Lakas-Kampi-CMD, but she repeatedly turned this down, saying she wanted to continue serving her province.

Actor and television host Edu Manzano was eventually chosen the vice presidential candidate of Lakas-Kampi.

“That’s terrible news for the administration party if it happens,” Speaker Prospero Nograles, Lakas-Kampi vice chairman, said in a text message from the United States when asked for his reaction.

For the second time since Sarah Palin stepped into the national political spotlight, a photo of the former Republican vice-presidential candidate featured on the cover of Newsweek magazine is sparking controversy. Palin herself blasted the "out-of-context" cover as "sexist" on her Facebook page.

Originally published in the August 2009 issue of Runners World, the photo features the former Alaska governor in short runner's shorts. It was part of a multi-photograph slideshow that accompanied an article about Palin and her love for the sport titled, "I'm A Runner." In her Facebook post late last night, Palin took issue with Newsweek using a photo from an article about health and fitness to promote an analysis piece contemplating her relevance as a political figure:

"The choice of photo for the cover of this week's Newsweek is unfortunate. When it comes to Sarah Palin, this "news" magazine has relished focusing on the irrelevant rather than the relevant. The Runner's World magazine one-page profile for which this photo was taken was all about health and fitness -- a subject to which I am devoted and which is critically important to this nation. The out-of-context Newsweek approach is sexist and oh-so-expected by now. If anyone can learn anything from it: it shows why you shouldn't judge a book by its cover, gender, or color of skin. The media will do anything to draw attention -- even if out of context.
