While it is true that substrate nutrients can get depleted, it will not kill plants; they just slow their growth a bit or show some deficiencies here and there. Slow growth is simply unacceptable for show tanks and for seasoned aquascapers, thats why substrate augmentation/relacement is recommended. Mulm deposited on the gravel slowly becomes nutrients but plants take them up faster than they are replenished.

I have yet to see or read of an effective algaecide that does not contain copper. It is usually copper sulfate or some chelate of copper. We add copper sulfate to our swimming pools so that they dont turn slimy and green. hehehe.
Its not harmful to fish and plants but it is harmful to inverts. Some more so than others.
