its a subjective question, mudepend na siya sa situation... when you say mockers... kanang magbugal˛ na gali ug naay magsangyaw, they don't necesarilly have to hate (though they can be haters), mock lang jud sila, dili na nimo sila erebuke kay i-hate na nuon ka nila (if hate na daan, musamot), wala raman gud na sila kasabot and dili na sila open. Its a basic defensive mechanism of a human being to come up with something (like mocking) to keep himself from listening to you... Muslims for example, all of them do not like the Christian faith but doesn't mean that all of them mocked the Christian faith... something like that gali...
ang wise pud nga gipoint out diha, are those who do listen, try to understand, is open to learning and the likes... if you go back to verse and read the whole chapter, this chapter is actually giving you an idea on how to deal with mockers and listeners and how to be wise and not a folly...

Invitations of Wisdom and of Folly
1 Wisdom has built her house;
she has hewn out its seven pillars. 2 She has prepared her meat and mixed her wine;
